When Payroll Reports to HR or Finance: Bridging the Gap

If you work in payroll, chances are you’ve found yourself reporting to either HR or Finance, sometimes even switching sides depending on who drew the short straw. And while that structure makes sense on paper to some, payroll often ends up in a corporate tug‑of‑war, pulled between HR and Finance, each with different expectations but neither fully owning us.

When I first started in payroll, I often wished there was a course like the Introduction to Payroll. Something that could help me understand the bigger picture, and, just as importantly, help my HR team (who I used to report to) understand what payroll really involves. Because even with the best intentions, it’s easy for people outside payroll to underestimate the complexity of what happens behind every pay run.

Payroll sits in such a unique position, right between people and finances. We translate legislation, awards, compliance and real life circumstances into accurate, timely pay. It’s one of the most important (and often most misunderstood) functions in any business.

Why Understanding Matters

Whoever payroll reports to needs to have a basic understanding of what we go through. Payroll is not just about pressing “process” on pay day, it’s about:

  • Navigating detailed legislation and awards
  • Ensuring accurate leave entitlements and superannuation
  • Managing compliance under tight deadlines
  • Communicating effectively across departments to maintain trust

Without that understanding, payroll can easily be under‑supported and misunderstood.

Building the Connection
